If anything I’d recommend 1.80 for the best performance if you want to keep IV Extra Menu. I would still recommend ditching Extra Menu’s for using FF 3.0.2.
The only thing that is not fair in multiplayer is recoil fix that's included in FusionFix, these two features you said are fair and allowed, it only depends on who's using it and who don't. BTW it's up to you but the latest version only delivers full functionality for the complete edition.

Not going to lie, the screen shaking with the recoil is definitely a bit obnoxious, and the blood splatter on the screen is a bit too much in my opinion, it would be a nice subtle touch if it was just turned down quite a bit.
You can disable the screen shake in the LibertyTweaks.ini located in IVSDKDotNet/script open the file and set Immersive Recoil and Increased Recoil to 0. About the blood splatter it is already disabled by default so don't worry about it
i'd have to correct you on the console visuals part...it should be named more like console "assets", because thats what it mainly restores, the visual part...is handled by fusionfix.
I use an old version of Console Visuals on Patch 1070 that requires Shader Fixes Collection (already provided in the downgrader) and it contains console graphics. In this case though this how the author called this mod

You should increase the vehicle budget in the RIL. Budgeted (or the one from FusionFix) A LOT to get rid of this bug, the reason is that remastered vehicle pack increases the size of vehicle.img

I'm having problems with console night shadows, latest update from Fusion Fix doesn't even show the option on the graphics settings. Previously it was a part of console visuals mod but now I can't make them work, I have the headlights shadows turned off BTW.

Yes, it works perfectly fine. However if you downgrade the game then you should not launch it through the launcher. Anyways, no mods states that you specifically need Steam version.
First, modding GTA IV requires a legit copy of the game downloaded from Steam or Rockstar Games Launcher (if you want a free legit download the game from Steamrip) and after that you downgrade it. Second, the installation of FusionFix when it comes to patch 1070/1080 is different because you have to put the asi and ini, and update folder into the main directory, after that rename "dinput8.dll" to "xlive.dll" to make the mod work on 1070/1080.
Unfortunately there is no proper tutorial for install mods that would help in this case, the only tutorials that exist are the basics like "how to setup the game for mods" or "how to to fix the game" and such that. But if you play on the complete edition and have fusionfix then mods is just drag and drop

The "complete edition" will always be the original xbox 360 one with DLCs. The PC version is just a seriously fucked up port no amount of modding can fix (thanks Rockstar Toronto!). Most of these mods are turning the original game into something else than what it was.

Like everything in life, nothing is perfect. In fact, the Xbox Series X|S version of GTA IV The Complete Edition still suffers from the FPS issue while doing the final mission, but other than that it is great.

Maybe you increased your in game settings to the max which cause a huge performance lost because in both patches 1070 and 1080 (Although 1080 has better performance than 1070) settings such Shadow Quality (plus Night Shadow Quality), Detail Distance and View Distance impacts performance so much. The value of these settings should be set to medium (in case of the settings with sliders, it should be less than 50) for better performance boost

Wrong. You can install Gillian’s GFWL patches to get it to work on 1070/1080. IV Extra Options isn’t necessary with newer versions of FusionFix.

All of these are pretty good but I think the screen shaking effects are too much especially with the Biker mod.
You can disable it in "LibertyTweaks.ini" and set "Immersive Recoil = 0"
