Each conductor has a specific name according to its make and type. e.g. "Rail" conductor corresponds to a specific ACSR conductor having 45 No. of Aluminium strands and 7 No. of steel strands. So you just need to specify the conductor name to the supplier.
The overhead transmission lines are not insulated while the underground conductors/cables are provided with insulation. The insulation in overhead transmission is provided between the conductor and the tower in the form of disc insulators which prevent any short circuit between tower and conductor.
