Yeah, but we could still programm into the robot what they are trying to "evolve" to be like. We say to them "robot, figure out how to best serve people and not harm them", and then the robot would change it's more specific programming to best suit this task.
What the point of making robots emotional and conscious is to make them humans, to treat them like humans. and, animals have less intelligence and power than us, but we need them.

I know war is an action to hurt others. However, you cannot hurt others if they have a military defending them. Thus, you need to defeat their military before you can hurt them. Once their military is defeated, then they will be forced to do your will since they cannot defend themselves against it. Thus, in order to win the war, you (generally) need to defeat the enemies army. If the enemies army is robot's then you'll need to kill and defeat the robots as opposed to kill and defeat people.
