We'll have to see the upcoming story and patches to know for sure who Carthetiya really is. It's an interesting story honestly I'll even have to go ingame and search about the lore to know for sure and understand the 2.0 story much better

However, Pheobe's design and overall what we know about her till now seems quite the leap of faith considering the design and looks of Cartethiya is stunning. Phoeboe does have some hidden secrets that much we can tell. However, we can't forget that Pheobe is just a normal Acolyte from the Order like many others
Even with these flashy cutscenes and characters cannot save their story telling, boring and mid, I almost fall asleep doing these quest and the music not even great. I do hope they will hire better writers of the game.
