I just wanted to give an update on part 2. The reason why it is taking a while is because I need to test this issue to see if it's fixed. So far, after over a month of testing, the issue has not come back. Hopefully it stays this way... Most of part 2 is already shot, and the full video should be out next week!
Ken for me, if you hold down command-option-r on bootup, it'll load high sierra recovery. It you to go the boot picker, holding option on bootup, you sign-in to wifi, then you choose internet recovery, it'll choose the os your computer came with.
I only use Online Recovery. I had too many problems with the restore partition. I occasionally have problems with slow downloads, but restarting my Mac usually fixes it.

His tool has a download option that will download Mac OS straight from Apples servers, but not through the app store. When the downloads are slow, I use the tool. Same servers but usually a tad faster. Had the same issue downloading El Cap for a 2009 MacBook air

Download it in safe mode. It worked for me, some reason in macOS Sierra downloading updates take forever but when I'm in safe mode everything downloads fine.
I think I have an idea why the downloads are taking forever it must be some sort of priority system since your MacBook already has el capitan and I know this probably isn't much help today I just thought you'd want to know
You know you could have just wrote "sudo rm -f" the r stands for "recursive" and is for deleting every file in the subdirectory and their subdirectorys of the given directory

Hi Computer Clan to restore macosx from the recovery partition you have to hold the command plus r key until you see the apple logo then it will boot to the recovery partition.
I am sure that this info will be ancient by now, but Apple did/does(?) have an app on the Apple site to create the missing recovery partition. I have had to use it. Just saying, lol.
My recovery partition was removed when i moved over from the traditional hard drive that came with my macbook, to an SSD. Kinda sucks because the internet recovery only supports lion and then you have to update again whats that gets all up and running. Annoying as fuck.
apple still has this problem, I have a 1 Gbit connection ad it took ove 12 hours to reinstall os x lion on my iMac from the web recovery. Every time it's the same story.
I have had the exact same problem with my macbook pro with it freezing and the mouse still movable, it would happen when I would try to have multiple youtube tabs or browse with 500+ tabs open on my multiple monitors. I had this problem in Chrome and then switched to safari reducing the problem from every day to once a month I have tried clearing everyhting clean os install etc. I have had this problems for years and jsut learn to live with it, safari does not seems the issue here as it happens in other browsers. It seems to be an issue with handling the ram or overflow to a page file or graphics card ram remapping to system ram. I have had the problem reduced further by diabling automatic graphic switiching and just using the dedicated GPU rather than the automatic i Gpu and dedicated gpu. It seems to be a deep problem with the os. :( I've had the problem since mountain lion that the computer came with. I have had the entire computer replaced multiple times within the first months of having the computer a few years ago. Just so you know I have the Retina 15" Macbook pro late 2013 with maxed spec options.

Have you checked Activity Monitor to see what the actual download speed is? I'm asking because I had the exact same behavior, and I'm in Brazil, South America. The download gets to 30-something MB and it slows down like hell. But then you check Activity Monitor and see the download is happening at full speed! The measuring is screwed up. I mean, that is how it was for me.
