He's definitely that for me as well. I wasn't very familiar with the meta-plot when I first played Bloodlines, so I latched onto him since my ST had repeatedly disparaged the Anarch movement in favor for the Cam or Sabbat.
Smiling Jack stands out as a fantastic character in Bloodlines (a game already filled with fantastic characters). I was reading "London by Night" recently and the anarchist and gunrunner Herbert Westin has a sire named "Smiling" Jack Drake. That might be a fake surname though, inspired by Sir Francis Drake.
That's actually one of Jack's childer! He was in Victorian Ages as well and he's another one of Jack's canon childer. I got really mad at myself for not finding him before I did the video, but there you go :P

Bloodlines introduced me to the World of Darkness. And this quote gave me a complete understanding of what Vampire the Masquerade is all about. Its my favourite.
Ironically the taxi driver in Bloodlines is named "Caine" this begs the question. How did Jack gain the watchful and amicable eye of Caine? And is this the real Caine? Like the first vampire and the father of murder. Also when hes talking to the corpse of the mesopotamian king, depending on the ending "shame about the kid. Didnt go the way you wanted it to." Or "The kid will do just fine." So maybe he met Caine in the past and he told Jack that there would be events like this happening, considering Caine tried to teach Malkav but he ended up breaking his grandchilde's mind. Also Caine does appear in the final cutscene a few feet behind Jack, suggesting that he at least knows who he is, and thinks of him as somewhat of Kindred spirit
I'd like to imagine it's the actual Caine, mostly because it fits really well thematically with the end-times that was happening around the time the game got released.
They originally wanted him to be Caine, (hence why his voice files in the game are literally under a folder named Caine), but White Wolf retconned it to say it was a Malkavian methuselah who thought he was Caine since in the Gehenna novel Beckett found the actual Caine in Kaymakli. However....since that novel has largely been retconned, they might change that.
"so. Lacroix is dead." The voice came from behind. Jack sighed. "Was wondering when youd show up. So,the kid one of yours? Lacroixs a prick but hes survived a while,new licks dont usualy resist him like that." The figure shook his head. "Not indirectly. Moments before the poor one was embraced,i...influenced his blood,so to speak. It was a temporary blessing,it would make it so he would be able to handle this fine. It should wear off by sunrise." Jack smirked and pointed at the torpor vampire. "He was worth that much trouble huh. Who was he anyway?" "A Methuselah. One of sets or troiles direct childer if my memory serves. It is fortunate that he is still in torpor,if he would be awakened...it would take the assistance of a garou in order to put it down. Not something to be awakened." "Got it. You going to let him burn?" "I may. Perhaps i will. ...i have a question. Do you regret being what you are after all this time?" Jack eyed the figure but shrugged and turned around. "I wont lie,there was one time i had my doubts. That said...i dont regret it. Ive seen a lot caine,and i probably will before some asshole finds and drops me. Our kind our...i wouldn't say parasites but....we are still monsters. Some of us more then others. But hey,isnt every asshole some kind of jackass?" The dark father seemed to chuckle a little at that. "True enough. We are fickle indeed. Some of us can be paragons of love,hope and all thats good in the world. And some of us...not so much. I believe its time im off. The last thing i want is anyone tracing this too me." Jack nodded. "I never saw you then old man. And hey,you ever get a chance? Maybe you might be able to find some kind of normality in our weird world eh?" Caine smiled a little. "I had that once,jack. And she is lost to me forever...as is much of my life...farewell." Caine walked off. As the sun rised...he sighed almost. "Ill be with you all soon. But the world has not ended yet...one day...one day i can finaly rest..." The first son of adam and eve said mournful as he wandered out of los angeles...never to be seen or heard again as the driver.

Btw, iirc he was canonically, as a mortal, nicknamed "Calico Jack"... ...AKA the irl historical pirate often credited with inspiring the archetypical pirate image, as well as the one who originally designed the infamous "Skull & Crossbones" flag!
To me, Smiling Jack is the quintessential Anarch. Love that he's voiced by John DiMaggio (aka Bender from Futurama).
