My recent experience: I travelled from HND to BKK then to CCU on 17th Nov, 2024. We had a layover of around 7 hrs at BKK. We went to immigration counter and did not pay a single rupee/baht and were allowed to go outside without any hassle. There was no question directed to us regarding Thai Baht that we were carrying (had 6k Baht with us). Went to Platinum mall and enjoyed our time there and came back and boarded our flight back to CCU. No questions asked.

I just went to bkk 14-17 Nov.. we only faced issues during check in..
they asked how much currency we were carrying at time of check in- didn't really check if we had it or not.. however since one of our group said no to currency they tried to stop us and said we need 10k per person - we were carrying 7.5 k amoung 4 friends... And since our return was in 2 days (they checked return flight details) and all reservations were prepaid they couldn't force us to get more currency. ( That amount was more than sufficient as we used forex cards for larger transactions)
at immigration in bkk none of us were asked to show anything(4 different officers).. just the boarding pass and passport.. verbally asked how long we are staying and who we were travelling with - nothing regarding currency.. (one didn't even get asked a singke question - just did the biometric and cleared - she had travel history to Spain. Switzerland etc)
We were also not asked to go to the VOA counter - mostly coz we didn't ask for directions and looked like we knew what to do / where to go..

10k in bhat is mandatory .But again it depends on the mood of the immigration officer they accept or not in dollars, generally they will accept, 90% on the time they don't even ask for the money. So better to carry 10 k in bhat only and some dollars in backup coz in thailand dollars rate is good as compare to inr!
