Not only does Starscream know _a lot_ about the Decepticon cause, but Megatron also knows it would take exactly one threat of force to get him to talk.
I would also add the traitorous nature of starscream at this point,he has just been left behind by his own team mate,and megatron very narrowly let him live after he attempted to execute him in the previous episode,starscream at this time would have had every reason to spill decepticon secrets

TFA Megatron was that silent menace, manipulating things from behind the scenes until he fully reactivated and returned to beat ass, but this Megatron feels like someone that actually *leads the decepticons. While all of them don't exactly fight for his vainglory but rather... well, they don't wanna be enemies with Megatron. Like, yk, Optimus is Brave as all hell to stand against Megatron here. Any time he's on screen he just holds that same intriguing menace that TAS or Heath Ledger's Joker did. I legit felt uneasy in that episode where Megatron was in the autobot base, like... dude could snap at any moment and kill everyone present if he wanted. And that's the beauty of it, Megatron in TFP is just flatout scary. Everything good about G1 Megatron but dialed up to an 11, with a generous dash of mature writing behind it. He ain't just a villain, he's a menace.
