This was a giant pain in the @$$, so i figured i would share it, so others can know about it and then save time
How to set up max range zoom in sniper and first person mode (default Z key)
Controls-Common Tab-(scroll down to:) Zoom Camera-Double Click or Assign Button to Right Mouse Button (RMB)

how do i do it so that it stays in the zoom and not that i have to hold the key?

How to max zoom Key ? I am wot player maybe War thunder x8 zoom one key click and shoot, yes i need it ?

the zoom max is set by the tanks scope, and is dependent on each tank. some tanks have better zoom than others.
so when you hit shift and then right click that is the maximum zoom of that tank
