This whole episode was in fact them mocking the emmys and the whole judging process since despite Sunny being a massive success they didn't win any awards probably due to them being "dark" hence the bar that won is very colourful. They even mocked the laughing soundtrack in this scene when the whole bar started laughing at the orgasm joke told by the bartender and the bell that tells people to drink (same as laugh soundtrack that tells you when to laugh)

I love how Philly probably has the same barmen as Ireland. And they were disappointed with him, until they got drunk. I was in Dublin once, and a guy said "can I just get a glass of water" the barman responded "Do I look like a fucking tap". Another guy had a Greyhound in the bar. A tourist suggested it was against health and safety The barman responded, "well, as long as the Greyhound doesn't take up smoking I think we will be ok."
