How so? Kushina was extremely weakened from having Kurama removed and he went after Naruto all that Minato and Kushina could do was stop Kurama from killing Naruto by sacrificing themselves. I doubt Kushina was strong enough to seal Kurama inside herself it's why Minato sealed it in Naruto because Kushina was going to die soon from having Kurama forcibly removed and being stabbed through the chest protecting Naruto. They had no chance prior to that point to seal Kurama again.
