In a swedish (?) TV interview in the -70’s he told the reporter that he came up with the idea to this song in a cinema while watching some (horror?)-film and heard some dynamo’s humming in the background.
I don't know how much you've gotten into his music but the lyrics are always satire. The list of musicians that play in his band are some of the tops in the world. His bands are always tight as hell. Everyone wanted to play in his band because it was so damn fun. The album this song is on is a masterpiece. Listen to the whole album. You'll like it.
Frank seemed to be quite proud of the way Dinah Moe was simultaneously filthy but without a single bit of actual profanity. There's a great clip where FZ is being interviewed and he reads the lyrics to prove they are perfectly 'safe' for TV. Such a fun reaction John!

He's like a musical George Carlin. This song is from the late 70s, quite risqué, even for the era. Check out Bobby Brown or Jewish Princess also by Zappa.

What universe was Frank in?
Just Frank getting his freak on. He was a 1st Amendment advocate and didn't believe cussing or talking about sex was anything that would harm anyone. He wasn't a sailor or sex monger, but he sure liked to troll idiots who opposed common sense. He also loved to be entertained and to play with words, as you can tell.

Frank always wanted a "hit". As Gail Zappa said, you should be careful what you wish for! I never liked this song and in concert it always seemed, to me at least, to last for about half an hour.
