Go to the top link after searching "no one lives forever pcgamingwiki". On the page look for "Low frame rate on Windows 8 and higher" and download the ddraw.dll zip. Although this is for a different game, placing either the Win 8 or 8.1 DLL file (OS dependant) in the application's (Rocket Mania's) directory will force it to run at 60 fps in full screen.
