I think she got cold feet and ran off to Ireland with Jason Patrick.According to Kiefer's biography, Julia never explained her reasons to his face, she got a friend to call him and tell him that the wedding was off then refused to see him.
He had to get Henderson, the other man in the scene, to tell him where the nerve gas was or loads of people die...Henderson was not the kind of man who would care if he got shot, he would die before he told them so Jack had to see if he would tell to save his wife...Obviously Henderson didn't care.
