02:05 Why is China claiming it is a democracy? Isn't it an autocracy, a dictatorship?
03:19 Why is China calling itself a democratic dictatorship? It's all about inclusion and success bases democracy versus system based democracy.
07:15 Does China's non-democratic governance has legitimacy? It is democratic as it is adaptive, a meritocracy, has an election and selection process and is extremely consultative.
12:40 Is China's governance fair? How about human rights, opposition, maintaining power and non-liberal issues? The well-being of people is the main driver; opposition is guaranteed, but inclusive in manner; party self-correctiveness ensures power fairness; and as liveral democracy is under pressure, China is re-inventing its own democratic model
17:54 Why does the West not have a patent on democracy? US primarily, which started under Trump is using democracy as a weapon against China, through Washington, Hong Kong, a summit for democracy that Biden launched and a division of friendly countries based on voting system.
21:10 Is China's political system rigid? China's democracy is constantly evolving, very young after all, and learning more about how to adjust its system (of democracy) for China based on its own needs and the mistakes make in Western democracies. Therefore China will not export its democratic model. Chinese trust China's democracy works better for China than the Western democracies would.

Pascal, I disagree with your opening statement that Beijing is not supporting Moscow. A few days ago, China's Foreign Minister Wang Yi clearly spelled out that the China and Russia are each other’s most important close neighbors and strategic partners, and the friendship between the Chinese and Russian peoples is *rock-solid.*

Agree. As a voter of the US "democracy" system, I can't really vote for anything but the US president, state governor, city mayor, congressmen and house representatives. I don't know most of the people I am suppose to vote on the ballot. I don't know what they are doing unless they hold public speaks and only if I have time to watch or read. The only way people in the US to voice themselves is through violent protests. We can criticize and yelling. But the US gov't doesn't "listen" to what its people wants but the "stock" market. I hear from the US gov't only when they want money from me about income taxes, property taxes and traffic fines. When US gov't wants to go into war with a country, it will start the propaganda process to brainwash its people to agree, not by voting. We can't vote for most of the policies set by our US gov't. The US gov't is actually more dictate than the China gov't.

A tough subject... Three main points to me:
    - Chinese are pragmatic, only results count, they don't care 'whether the cat is black or whiter (or even a tiger actually) as long as it catches mice'. We in France are idealistic, thinking our own 'enlightened' free choice in governance is more important for us free men (and we'll see later if it gives the promised results). What is important is what people want, and it is clear that if 1300 million Chinese would like to overthrow their 100 million ruling party, they would. But they don't want, as shown by several surveys (Harvard's Ash Center, Edelman Trust Barometer...)
    - in China, teamwork prevails, stability prevails, consensus prevails. This requires meritocracy, constructive discussions and feedback control loop. You cannot build a team made of large chunks of people who oppose the direction the team is going, mostly for ideological reasons rather than for result achievements.
    - China does not want to export its model, and therefore do not wish to take remarks from other countries on its own model. While many people here in Europe are convinced China wants to enforce its model in other countries... no, China is not the one doing proselytism, but the West has a long history in that matter.

And as understanding about difference in histories and group characteristics, many allegations that the west put to china, for example massacre or detention camp etc, chineses in china wont have too much doubt to know those are false allegations cos thats the culture and history in the west but not in the 5000 years of china or china people.

for centuries, aside from principles that actually define the democratic society model, the west has been the leading economic, political and military power. so democracy was able to be defined by how west collectively ran its societies. fast forward, today, as per u.n., world bank, chinese citizens living standard, longevity, ppp, all got inproved rapidly. the speed at which it did shocked the west. china, is actually a democracy because it implements the standards of western institution. they beat west at their own game. do you see u.s. taking steps actionwise to eliminate child poverty, or systemic racism. these actions are noticeable by chinese population. west doesn't like it, so they keep calling it autocratic. yet, high caliber academics in leading western institutions contended by graphs, charts, etc. that china's authocratic handling of corona for example was exactly needed to do just that. I think west realizes and accepts it, but can't politically say in public because western public doesn't accept dictats from its gov't like chinese do.

After reading Shenzhou's analogy on Russia -Ukrain conflict, this is how I understand:
My heart reaches out for people of Russian speaking natives in Donbass who had been suffering tremendously since the orange revolution in 2004 and regime change through euromaidan clashes in 2014 all backed by US and its nato allies in Ukraine and my heart reaches out for Ukrainian people suffering now with Russian military intervention.
Some RUclips vloggers say that nato has been near Russian border for eighteen years and nothing happened therefore doesn't pose a threat to Russia is nothing but a hoax. The very first question arises why the nato has to be there at the first place ? it's like telling a cat to remain silent and calm until the cat is pushed to the corner and beaten up where he can defend for himself no more. The start of the expansion of nato began from mid 1990s first with Poland, to justify the presence of nato force near Russian border according to president Putin's 2005 state of the union address would be hypothetical based only on speculation. In the 090s Gorbachev and Yeltsin proposed dismantling nato and create a pan European security treaty in which Russia could also come under one security umbrella but it was rejected only because the west especially America needed an enemy to uphold its importance among its allies and to portray Russia as a bad guy only to prove the justification of possible war by which it can always sell its weapons around the world.
When talking about crimea we mustn't also forget that this peninsula belonged to Russia before 1954, Khrushchev annexed it into Ukraine. When Soviet Union disintegrated in 1991 Ukraine should have left the peninsula back to Russia, it didn't, somehow Russia tolerated it as long as Ukraine doesn't behave as an enemy to Russia. It was only in 2014 after maidan clash, the hostility by Ukrainian puppet regime overwhelmed concerning security threat to Russia, did it take back its land.
Why NATO was not dismantled after it had been deemed obsolete with the demise of Soviet Union and Warsaw pact ? the only reason was these nato and EU countries saw a good opportunity to retain their hegemony that they thought would last for ever militarily and economically, the intention was to gang up and expand it for when big powers like Russia and China could be once suppressed they can dictate the world according to their will once and for all.
The ultimate solution to Ukraine crisis and probably all kinds of war is to dismantle american hegemonic arrogance in the form of NATO that was deemed obsolete long ago after Warsaw pact was dismantled

Sweden may join and Finland is thinking about it. The top four countries in Europe Germany, Britain, Grance and Italy have each an economy the size or bigger than Russia and between them 2x the population. While America is still needed especially for some things the Europeans should be strong enough to resist Russian aggression.

Impressive way to distort the facts, let me correct that for you:
      - Nato did not care about Russia
      - Russia invaded Ukraine.
      - Nato was wrong, Russia is still evil
      - Nato starts re-arming
      - Ukraine was right for wanting to be part of Europe, we can see that clearly now
"Ukrainian puppet regime" if that was true, the Russian army would not have to fight the Ukraine civilian population...
You can talk all you want about the crimea, it does not change the fact that Russia invaded another country
By the way: why would a country not be able to choose to join Nato? Since when do you need permission to do that?

American democracy means that everyone in the world should obey its orders. Americans can change the rules to suit themselves but will not allow other countries to do the same.
The UK democracy follows that of the US. The UK government changes or bends the rules such that leading officials, when committing a breach or a crime, will escape punishment whilst the same rules do not apply to ordinary public. This happens too often. There is constant criticism of the UK government by the British public, however, they are somehow united against China and now Russia.
This illustrates how the Western media can manipulate public opinion.

Well, they don't actually respect democracy.
Most people have a completely wrong understanding of western "democracy" as much as they misunderstand China's democracy. Western "democracy" is not a democracy, it is capitalist imperialism world system where the imperial core (ie the western core countries like NA, EU, Japan, SK) are given some semblance of neutered "democracy" while the rest of the world, the imperial peripheral (ie Global South and parts of Asia) are dominated as economic colonies designed for resource extraction and labor exploitation.
The "democracy" in the imperial core is there to placate the citizens living there, to let them think they have freedom so they won't revolt against the inner core power, which are the plutocrats, the 1%, the bourgeoisie capital owning class. When push comes to shove, imperial core will even clamp down on any labor/socialistic movements in their own countries. The rest of the world is not that important because they can't vote or revolt to overthrow the governments in the imperial core. Which is why the US and the west in general, has no qualms supporting dictatorships, corruption and overthrowing actual democracies in the imperial peripheral and installing their own puppet dictators.
What China has done is that they are breaking this model., They violated the basic principles of being an imperial peripheral country - they dared to become powerful, prosperity and achieve technological and economic success on their own. They dared to not submit to the capitalist imperial system and be a corrupted and easily exploitable country for their resources and labor. The worst, they dare to oppose the imperial core's interests and offer alternatives to other imperial peripheral countries, and a way out of the debt traps, the military traps, the corruption traps set down by the imperial core.
That's why America wants to destroy China.

China is a democracy because people do elect the representatives to fill the lowest levels of government positions. Elected officials represents the voice of their constituents. They then go on to vote on the next higher positions and so on. Positions are filled through merits, capability, and performance. To be a high ranking official, you got to have decades of good and effective service record. The process makes sure that the ones on top are the wisest, most competent leaders of the country.

What we see objectively in the western political leaders (and much of their population) is that they don’t think there is anything to learn from China’s experiences, nor do they care to find out before they quickly jump into the “dictatorship” and “no human rights” bandwagons. There are multiple ways to define democracy. The most common definition is that of a government of the people, by the people, for the people. Under this definition, the U.S is *not a democracy, it's a plutocracy,* with a government of the 1%, by the 1%, for the 1%. Because the U.S government is just not delivering what the people want. On the other hand, China is a democracy in the sense that the government is doing what the people want, as the Harvard University and Ash Center survey revealed that around *80-90% of Chinese citizens support* the Communist Party of China.

The west is mostly procedural democracy (democracy through election). China is whole-process democracy. Each has its own merit, but the problem is when you mix capitalism with procedural democracy, then it becomes plutocracy because you need money to lead. Another problem is that procedural democracy only grant the people power during the election period. This system is also prone to populism where the leader with more charm gets the vote. For whole process democracy, the system relies on the meritocratic selection system of leadership which make sense but can also be prone to abuse and corruption. It is improving with better and more transparent oversight. I have lived in both system and overall I prefer the whole process democracy with strict and transparent oversight. A leader's merit is just too important to ignore.

One of the biggest fallacies of Western liberal democracy is that everybody has the right to choose (ie vote) for their future and their leader, which will lead to a happy society and good governance. However, why should such “right” be given to those who have no interest in politics, those who have not served a single day in civil service or community, those who are driven by self interest or lobbyists, or those with no concept of the common long-term good?
Choosing a leader is a privilege, not an automatic right. It should be given to those who are dedicated, experienced and capable to serve, regardless of their ideology or popular appeal.

In some ways it is like a large corporation running the country, but doing it for the people, not for a few shareholders.
The CPC is so much different from anything people in the West have ever tried to visualize. It has over 90 million members, selected meritocratically. Westerners cannot understand this topic because they can only project China with the social structure they are familiar with.
What we call democracy in the West is the capitalist modern parliament. The capitalist aristocracy decides policies through majority vote. The people's votes can only choose the capital aristocracy of one party to represent themselves, and the people are still suppressed by the aristocracy, which is not much different from the feudal era.
In today's China, the capital aristocracy has been kicked out of politics, and the party and government are designed to formulate policies through consultation by the elites of the people, and It is not that there are no opposition in China, but all opposition is actually within the government, the people have suppressed the aristocracy.
This is the biggest difference between Chinese democracy and the West. It is also advanced in terms of the evolution of human social forms.

That goes on and on in China and the people and leaders know that very well. China has the experience of governing of a countries during its ups and downs. Here's a Chinese analogy taken off Weibo, to explain the Russo-Ukraine conflict in the form of a family drama:
More than 20 years ago, Ukraine divorced her ex-husband (Russia), and took several children along with her.
Still, the ex-husband was very accommodating to her and left her with a lot of family property. After that, the ex-husband also paid off more than 200 billion in debts for her.
After getting rid of her ex-husband, Ukraine started flirting with the village chief (United States) and his harem of concubines (NATO countries) until she was completely ensnared in their arms.
That's still acceptable to a certain point, (but) she was smitten with the village tyrant, and hooked up with him in a plan to attack her ex-husband.
The ex-husband was very angry and had insisted on returning a child: Crimea.
Ukraine began to harboring grudges against her ex-husband, and dreams of someday marrying into the NATO family, which in turn would lead them right up to her ex-husband's doorstep.
But the truth is that the village chief didn't really want to marry Ukraine into the family. After all, she was high-maintenance and loved to pocket his money (corruption). His many wives also didn't want Ukraine to join family, but in front of Ukraine, they were all smiles and encouraging her to join.
The village chief just wanted to use her like a pawn to bully her ex-husband. After 8 years of constant abuse, her two children (Donetsk and Luhansk) were crying and imploring for help from their father.
The village chief was always on the sidelines in the ex-husband and wife quarrel, occasionally sending in expired items (ammunition) from time to time. Because of that, Ukraine thought she had someone to support her, and became even more presumptuous towards her ex-husband.
The ex-husband could bear it no longer, took another glance at the poor treatment of the children, and rushed over in defense of his two children, so the ex husband and wife started fighting.
Now, the village chief and his many wives are cheering on Ukraine from the sidelines, yet none of them are willing to lift an actual finger and partake in the fighting themselves.
Ukraine is unlikely to marry into the NATO family, because that would mean that the village chief and his many wives would be obliged to join the fight against the ex-husband.
    ...
Hopefully this analogy puts the Russo-Ukraine conflict into perspective and on a more relatable level.

Autocracy simply means unlimited authority. This can be a bad thing if the people in power are bad. But it can be a great thing if the people in power are good.
The alternative, liberal democracy, is no guarantee of good governance. It can also be bad or good depending on the people in power. Yes, it does provide a mechanism for replacing the people in power but this still doesn't guarantee good governance. I can show you numerous examples where this is the case, where free and open elections still produce garbage governance.

    - eradication of extreme poverty
    - fantastic infrastructure
    - powerful military which guarantees China's security
    - protection from COVID-19 - fewer than 6,000 deaths!
    - stable government and stable society

    - Americans don't have affordable health care
    - America has rampant homelessness
    - America suffers from rampant gun violence, systemic racism, and an opioid epidemic
    - America suffers from mass incarceration - the highest number and the highest rate in the world
    - America has internment camps at its southern border for illegal immigrants
    - Indian democracy is a disaster
    - Taiwanese democracy is a disaster - it is notorious for its parliamentary brawls
    - Brazil, Hungary, Turkey, etc. - all of these have degenerated into illiberal democracies (or dictatorships)
Western liberal democracy has a terrible track record.

The most important point that you didn’t point out is that if they are given the chance to vote. More than 90% will vote for the incumbent government. Just like when Lee Kuan Yew passed away, we all stood in the rain to send him off. Western government will never understand why the PAP stays in government for almost 60 years. We don’t see the need for 2 parties to achieve democracy. We understand the ability of the system to promote the right candidate up to govern the people

Great explainer Pascal. I'm a Brit who's lived in China for the last 18 years, the changes I have seen in people's lives has been incredible. A political system should be judged mostly on whether it improves the lives of its people year on year, and China does. Unfortunately over the same amount of time I've seen the decline in living standards of many of my friends and family in Western style democracies. It's not about ideology it's about a pragmatic system set up to continually raise the living standards of a population.

Truly appreciate your insight into China. However this time I think you may be trying too hard. China has just a different system that works and may be we should give it another name. I think the main difference with China is accountability. Government officials are all hold accountable and everything is based on merit and result vs the west being based on rhetoric and, you rightly said, popularity.

If only our own government, media and to a certain extent our population would have the capacity to look to the world with nuance and empathic glasses to understand and respect other view points. The world would be far better off and that counts for China, Russia, Africa, nuclear energy debate etc etc. Excellent video ! This brings people together instead of polarization.

The good thing about China's system is that you can change policies incredibly quick. If a policy isn't working, the CPC will vote to change it. Whereas policies in the US are so difficult to change.

I think there should be a new way to measure democracy: the relative distance between a de jure democracy and a de facto democracy. De jure is that on paper and procedural, a country can be democratic, but if it is not measure with de facto democracy.
    De facto democracy will measure:
    1. the policies that people desire gets enacted vs. policies they don't want or don't care for, will indicate power distribution among the population
    2. wealth inequality that indicate how wealth is concentrated,
    3. poverty level indicates how fair the overall system is able to redistribute wealth and give prosperity to all,
    4. combined 2 and 3 will give us measurement of the utilitarian level of the policies that helps distribution of wealth
    5. achieving basic living standards: including true access to education, housing, jobs, savings and retirement, healthcare etc.,
    6. labor union power measured against corporate power, pervasiveness of unions and whether unions have enough power for negotations
    7. imperialistic tendencies of the countries' foreign policies
    8. media independence from powerful influences including government and corporations, to examine the level of propaganda that skewed toward powerful elites, both state and private.
    9. measurement of the citizens' information bubble derived from covert and overt propaganda and indoctrination - true measurement of freedom of thought
If you start measuring democracy in the de facto manner, I will bet a lot of money that the US will drop in democracy ranking tremendously. The current way these metrics are measured is absurdly skewed toward de jure democracy that serves to put western countries on a higher moral pedestal that they do not deserve and these fake moral high grounds are weaponized for diplomatic imperialism from the west. Also, take note that non of the defactor democracy measurements are measuring concepts and system implementation. The results are what matters, and it doesn't really matter what system you used to achieve democratic results - ie. policies and results that benefit the most people possible and keep abuses from the wealthy and political elite low.
We will have classification like True Democracy (maybe some Scandinavian countries will qualified) where both the de jure and de facto measurements are high; Superficial Democracy (US, UK and probably most of western Europe, even India) where de jure is high but de facto is low; Practiced Democracy (China, Singapore and some other prosperous countries with stronger dejure authoritarianism) where the de jure is low but de facto is high, and Undemocratic (usually failed states) where de jure is low and de facto is low.

Oxford Dictionary - Democracy (noun) : a system of government by the whole population or all the eligible members of a state, typically through elected representatives, eg. "a system of parliamentary democracy"
I don't see how anyone can sincerely claim 2,952 out of (supposedly) 1,455,659,073 people (0.0002%) can be counted as the whole population. Even if we were outrageously generous and said that it was an acceptable number, even the 2,952 are not granted a free vote - not one person ever abstains, votes against, makes a protest vote, anything? Give me a break.

I think it's best we keep our opinions to ourselves especially ignorant people in the west whois never lived a single day in China to make a stupid comment like they are not a democracy. I'm from Canada, in our most recent election held in October 2021, 38% of registered voters didn't vote. If we love our system so much, great, but we have no right to bash another country and criticize their system.

Whether it’s democracy or autocracy the real issue is whether a country’s ideology is backed by meritocracy. China was not a meritocracy before but since it adopted meritocracy especially in the last 4 decades its people have enjoyed a better lives now. This reality of meritocracy is not even practiced by most democracies including US. US is actually a Plutocracy where only the top 1% are well taken care of while more than 50% of its population has suffered a worst lives than 4 decades ago which is ironic! It means democracy may not work for all.
My country is a democracy but no meritocracy thus its not doing well too.

Not just the West, it's the common game plan in almost all "democratic" nations. Keep voting but NOTHING changes for the people, except for the corporations.
Most politicians (esp. when getting higher) are not sincere in helping to improve the livelihood of the masses. Every move they make only eyes for votes.
Election itself is marred by dirty money and backdoor agreements.
That's the truth about "democracy" nowadays.

Thank-You Pascal, very well put, I have been trying to understand this point on China. In the west we have been pretty much programmed to keep our eye on China. I have now for 50 years and I have come to the conclusion that there is absolutely no other Country that put more smiles on peoples faces than China. China gave us all the opportunity to dream. While our Democratically elected officials were negotiating with Big corporations to keep wages low, the Chinese moved in and filled that income gap. They were a Jack in the Box of great surprises. As a result today when the wise look for solutions, they look to China. I hope I have the opportunity to get to know my friends more....THANK-YOU CHINA

The idea of democracy is decision by majority. It is originally designed to resolve disputed issues. To use it in a political election is a flaw because it relies on the integrity and ability of the elected personnel to run a multi-facet government. An elected government (especially majority) is entrusted with absolute power and so is equivalent to an autocracy. In almost all western 'democracy', politicians exercise their full power to benefit themselves personally and to maneuver the destiny of the people whether they like it or not.
In China, Dr. Sun forced the abduction of the Qing Emperor to construct a Republic abolishing thousands of years of Feudal and Imperial Reigns and Chairman Mao adds the name "Peoples'" meaning from now on the people is the true foundation and representation of the country (and those corrupted politicians please go to hell). Genius and frontrunner comrade Deng shifted on the ascending gear to stabilize the economy and President Xi consolidated the structure to build a harmonize world.
And, the western democracy has changed its name to demoncrazy, crazily using propaganda and fake news as a weapon to demonize their adversaries. Their failure can be manifested in the drifting apart of the filthy rich and the suffering poor. A tiny percentage of the hyper-rich owning 96% of the national wealth and the majority either line up for the food bank or with blood sucked up by credit card companies charging shark-loan rates. Shame to all those so-called the holiness of all holies 'democratic' shameless system.
