You could make the case that its not because evidently David Guetta heard this somewhere and basically stole the idea for his Bebe Rexha version. The success of 'I'm Good' has led to easily the laziest phase of his career, along with a deluge of copycat lazy sampling. But it is what it is. Awful stuff tends to originate from a great start.

There's more to making the songs work than just matching time signatures. Both songs were written in a major key, but they had to pitch the On A Roll vocals up to match the instrumentation of "Blue". Also, the tempos of the songs had to be matched.
Blue is supposed to be a sad song so the melody is very emotion provoking (Gabry Ponte and Maurizio Lobina are to thank for this). This is the song you hear when it's the last day on Earth and you have to say goodbye to everything forever because an asteroid is getting closer about to hit Earth.
I think Miley Cyrus really shows how creative she can be in this song. Instrumentally it samples Eiffel65's Blue, but lyrically it's a remix of Nine Inch Nail's Head Like a Hole and she makes it work perfectly.

The layer upon layer of meta weirdness that is a nine inch nails song from 1988, being remixed by Miley Cyrus for an episode of black mirror that's clearly pointed toward Britney Spears and then UN-ironically being remixed by even more people as a legit single. It's just so fuckin wierd as a kid you could get beaten up and called a queer for listening to this song in the wrong company.
I do watch Black Mirror and I still didn't get it lol I'm not up on Hollywood culture so I thought maybe Miley had a sibling or something... idk Haha I just haven't watched the last season yet.
The contrast between this song and the original just makes it better for me. It portrays that there isn't a big difference between ambition and greed and it also shows that you can aim for your goals but it's not gonna be easy and that there are many people who want to drag down you for their success and so sadly you're gonna have to do the same.

Most pop songs follow the exact same 4/4 time signature. It would work with probably 95% of songs in the same genre...
There's more to making the songs work than just matching time signatures. Both songs were written in a major key, but they had to pitch the On A Roll vocals up to match the instrumentation of "Blue". Also, the tempos of the songs had to be matched.
Because all pop songs are only 4 chords
