I love how the show reminds us that he is both a dangerous and charismatic villain. You fear him, but he can still be enjoyable... kinda makes him a bit more scary if you feel like that could lure you into a false sense of security.
I love Hooky's big cheese-eating grin while he plunks on the piano. This man is fully aware of the hamminess of the situation and is loving every second.

you know what, i think he is extremely intelligent after all every his plan works, I also noticed wich in the show that he has a DSA or something similar. We know that VFD has chosen only guys with high curiosity and intelligence, and in the series, Count Olaf says about his IQ: "My IQ has been measured in the upper double digits."

I haven't myself read the original books, so I don't really know what his character is supposed to be like, but I will say that this seems more like the introductory sequence to an eccentric but ultimately well-intentioned old man who will serve as the frenetic mentor character to our protagonists rather than the villain.
