My guess is is that it was probably a meeting with the Nijisanji HQ staff. Cause if it was EN staff, Shu wouldn't be raising his voice in Japanese. And since Reimu says it was a debate and Millie says it was about how to improve Nijisanji, my guess is that it was probably a meeting of out of touch executives that probably wanted the livers to do stuff they didn't want to do. And it got to the point to where Shu, the guy that never curses in his own stream because he has that much self control, ended up having a serious anger in his voice. Shu sounds like a guy who's hard to piss off. If you made Shu angry, then you definitely fucked up big time. Sounds to me Shu stood up for everyone in NijiEN right there when they needed it.

Shu is a problem solver and a really reasonable person, so even though we don't know all the details (and there's always another side to a discussion), I trust him to know when to speak up.
In Millie’s stream when she talked about it kyo said that Shu was assertive and having their backs so I could imagine rather than him being angry and raising his voice maybe he was standing up against some company decision that him and his label mates didn’t agree with.
