And then there is the potential power vacuum in those countries causing unreast when all royals die. But to be fair, the dragons are even worse rulers. While I hope Aaravos ends all big dragons and establishes a technocracy under his rule, I am pretty sure that he will be turned into a coin. :(
That seems to be the only way to end him without him potentially returning. At least without the weapon Callum and Rayla were looking for in S6. Though I have to wonder if it would even work on him.
