That looks like a different video that they show as the official challenge.... But I watched the player number 3, the move he s doing with the 180 degrees camera and it s the real challenge video... That makes me confusing... I trust the official challenge video so... No fault and I have no idea why I saw the net moving like the 2nd referee during the official game.
The casebook makes an explicit example that touching the net with hair is allowed, and should only be called if it is "clear" that the touch affected the opponent's ability to play. I see no reason why this shouldn't also apply to clothing, provided that the touch is too light to make the net move at all.
My coach once said that if clothing touches the net it is a fault, but if hair touches the net it is not, so in my opinion this would be a fault
