It is a false calculation, because in actuality the USD is more expensive in Yuan terms, than the government sets. They do it to funnle USD out from the market (the people and companies) giving a cheaper price with papers, they print themselves, than they should have been paying, if the rate was decided by the market. It had worked well for them, while the influx of foreign investments and trade was high. Things are changing now, and the same policy brings to lots of issues.

They do it to funnle USD out from the market (the people and companies) giving a cheaper price with papers, they print themselves, than they should have been paying, if the rate was decided by the market.
