Yeah I don't really follow it much either. Homelander doesn't care about an army, or supe superiority or imprisoning people. He's threatened to take everybody out on the planet multiple times(including supes, not forgetting how many he's killed already btw) and I'm pretty sure he'd be able to if he really wanted.
