Tails flew inside the wall on accident there and was zipped out due to the Sonic wall physics in which if you're inside a wall and press left or right, you will shoot out really fast in the opposite direction. Wow, never realized before that the foreground of Hill Top is a pallete swap of Emerald Hill's. That might partially explain why it was done in Sonic 2 HD before other zones, it does save some graphic work
38:20 Input 1 1 2 4 in the sound test, then press start. The cheat gives you 14 continues, but due to a bug, it gets rid of all the sound effects and songs and replaces it with the oil ocean theme
Note that song 4 is the Oil Ocean theme, so that's what is playing right before whatever handles the cheat happens. The cheat itself then tries to play a jingle to indicate that it worked, but there is an error with it, which causes the sound driver to lock up and become unable to play anything new, so it's just stuck playing Oil Ocean's music forever.
i don't remember exactly how it happens, but it has to do with the sound command that the sound driver tries to play, which results in the driver bugging out and becoming unable to play anything new. it's actually pretty easy to fix, i just don't remember how to fix it xD
If you need some help getting past metropolis act 1, there’s a vertical level wrap right before the place where you got stuck. Speedrunners use it a lot. There’s also a horizontal one for act 2 of metropolis, but it’s horizontal so it might be a bit harder. Act 3 of metropolis has a horizontal one too but it probably won’t be as hard. I suggest you watch the speedrun world record of a 13:52 where he uses all 3 level wraps. Maybe make a follow up video and give it a shot

The low ceilings in hill top are actually affected by the weird hilly ground Sonic 2 likes to use for some reason (appears in emerald hill too). They're not just for show; you can tell because eggman's tires for the drill mobile go up and down. It looks like you might be able to grab sonic on the lower hilly ground, but not the higher hilly ground. Not that any of this matters; the level was still beaten, but still.
45:26 It's EVERYONE'S least favorite zone from Sonic 2. It's such a universal opinion that you don't even need to ask the question. Just say "I like Sonic 2, except for one zone," and everyone will just say "yeah, Metropolis Zone sucks." Why? Well, I know for you it's just because it's three acts, but I think that just makes it worse in general because it prolongs the already-existing badness. 1) Metropolis Zone is too visually busy. The background doesn't do it any favors, it's a much more active background than most of the other stages. Even Casino Night's busy-ness was only really in the pinball sections. 2) The enemies are some of the most irritating in the game. The crabs have the huge claw that's a giant static hazard that makes it hard to hit, and the mantises have the boomerang blades that are a pain to avoid. And Asterons just suck, period. 3) There are way too many mechanics, and they feel kind of thrown together. You have at least a dozen different unique objects that you have to figure out how to properly deal with, and you're thrown between them quite often. 4) It's significantly harder than other zones. Yeah, it's late-game, but it's a difficulty spike rather than the next step in the curve - especially after Oil Ocean. In fact I'd argue that it's harder than anything that comes after it, too, apart from a questionably-designed final boss.
5) enemy placement. the mantises and crabs tend to be placed at the exact locations where dodging their attacks is difficult, like after a series of springs or near a ledge you just jumped up. it takes great reflexes or knowing the level beforehand to avoid them
I think I know what’s going on with those green platforms in Oil Ocean. The platforms move so fast that when Tails grabs Sonic, Sonic clips through the platform from the grab and Tails lands on the platform, dropping Sonic almost immediately
I actually like the oil ocean music in sonic 2. But yeah metropolis zone sucks, the enemies are placed in bad spots with hard to avoid attacks and it goes on for way too long.

I believe the way you make Oil Ocean's music play the entire time is playing the sound test sounds in the order of 01, 09, 09, 02, 01, 01, 02, 04 on the options screen. Entering that code on the level select screen instead of the standard options menu activates debug mode, if I remember correctly.
I do wanna point out about Marble Zone as those top area were turn into an new area for Tails and Knuckles to explore in the Remastered version of the game.

The only thing good about Metropolis is the boss fight (I actually like it) and you have Sonic 3&K Sky Sanctuary for that
