This is safe. Because the 5v regulator and Dc boost converter steps down the output voltage from motor to 5v.

I think charging module isn't needed. Simply put two 1000mfd capacitor at the input and output of 7805, and it can charge phone.

Why is there a diode
If you mistakenly turn it to wrong direction then diode can prevent to flow reverse current
