It literally says it in the error what the problem is. You're trying to update the NBT without the proper dependencies being updated as well. What you're trying to do is like upgrading the RAM but not upgrading the motherboard. Generally you flash ZGW (the motherboard in my analogy) first, and once you get that one properly flashed, move onto everything else.

What Diag address did you use for NBT? Gateway URL or Connect via Vin.

Quick fix! Edit FA by removing all 6xx's, only leave 609, calculate and flash, after flash add your original FA and code the unit!
You need a Dhcp Router between ICOM and Laptop or Enet Cable via to Gateway URL.
