Campbell liked this concept Anvil covers. I have not read it in a loong time! For a more serious take on this subject, try Poul Anderson's very good "The Helping Hand", Astounding May 1950. It is in "Great Stories of Space Travel" by Groff Conklin, too.
Sounds interesting; one of the concept types that made for a lot of early SF. Sadly quite a few did not really have the writing experience to completely bring the story home. Blum next? Now that is surprising....

The concept sounds hilarious, too bad the execution was poor! Also in the year 3485 we had Planck’s Maxim of Solar Pax. It states that any civilization advanced enough for interstellar travel is advanced enough to not engage in war. The corollary to this is the concept of Peace As Technology, where the absence of destructive internecine conflict is a necessary condition for advancing enough to develop interstellar flight. All this to say that all these tales of far-future conquests truly are fiction.
