I followed your steps. The EFI partition was in the SSD, and the Ubuntu OS was installed in the HDD. Thank God you said to look for the EFI partition and verify it again. I went back and checked it. It was in Disk 0. Thank you for this one! Followed you step by step. I thank you for the guidance.

Tip: go back to diskpart and remove the letter you assigned to EFI partition

I had the same problem. In my case it was because I hadn't selected the correct volume.
