Here in belgium we can’t modify ANYTHING on the engine or exhaust, and to replace parts even tho we can do it ourselved we HAVE TO get it done at the mechanic for like 200 euros per part

Pick some 1980's - 2005 old hatchback, make it sound better, put there high profile rims and lower the car, change licence plate to something that sounds cooler and faster, always have sunglasses and hold clutch pushed for 2 seconds and press gas pedal while shifting gears

Get an old bmw e46 or e36 3 series swap the rims and make the car as loud as possible. Or get a car with at least a bit of tuning potential. Push it to its limits and bearly customize it and at night always drive on the longest road in town
Finland: Either BMW, Mercedes or Volvo wagon, slammed (cut springs) and some cheap "sporty" wheels or fake BBS wheels (also roof lightbar, but that isn't available in Forza).

5:20 It is not forbidden to modify your car in Germany, but you have to have all parts registered and they also have to be checked to see whether it is safe for road traffic. You can drive very nice modified cars on the roads in Germany as long as everything is in order (and if your car is not road legal you also cannot drive on the nürburgring)

Norway: Norway is just a Yellow or Blue Bmw f82 m4 or f80 m3 lowerd with some silver aftermarket wheels and a pop and crackle tune and a 20 year old with a loan of 50000 Dollars behind the wheel

In romania,you need to get an older Audi or BMW (3 series/5 series),slap a bunch of cringe stickers (headlight scratches,gas or ass and that type of stickers),and don't forget DIESEL ONLY WITH A BUNCH OF SMOKE
Belgium one is false,we useally modify golf GTI 's or some other sporty hatchback,or if u have abit more money get an M4 or an F82 M3,next install aftermarket bumpers or splitters and then install some simple wheels,then u get a performance intake,u have to lower it aswell and then lastly get a custom exhaust wich is very loud when the valves are open but just quiet enough when they're closed to pass the strict belgian inspection
Tuning in germany is legal, BUT you need to "Tragen alles ein" (alot of paper sh*t)

car modifications are not illegal in Germany. but we have strict rules
Land there are three choices the most common one being getting yourself an old lexus and lowering it way too much then you paint it dark blue with of all colours dark green window tint then paint your wheels white and make sure it has the loudest exhaust in the world👍

EDIT: The Fiesta shade. To be fair having relatives that are at first car age, at least where they are it's mostly 106/306, Fiesta, or Saxo or if you can't afford one but are being given driving lessons, your parents Yaris, because of course it is.
Or if you come into money somehow, it's a Golf for your first car in which case, yeah, GG, you can't modify that and get insurance
Only thing you missed from the fiesta that I'm 99% sure Forza won't let you do is cram the boot full of sound equipment, massive subwoofer, big speakers, and then get some banging tunes pumped through that. If you aren't trying to demolish the local Tescos at 3am while doing donuts, you are not a true 17-18 year old Fiesta driver.

In switzerland you can do many modification, but it all needs to be tested and approved. So a turbo conversion on a newer car cost over 30k just to get approved. This leads to the grassroots car community being dead.
As a person that lives in switzerland i can confirm that almost every mod is illegal. You can still make mods to your car but every part must be registretd
