Why do we need to download R when we download rstudio? I thought rstudio already includes its own copy of R in it.

R studio is downloaded. But when I tried opening it, it says "Do you want to allow this app to make changes to your device". I tried with both yes and no option but it isn't working? What should I do? Could you please help.
