Consider whom she is working for out in the open and who she is working for behind the scenes. Especially when you consider what Zhu Yuan said about Jane Doe.
Jane is being presented as evil so if the devs are saying we'll get to see her true nature than that means she'll turn out to be good, as an undercover agent, altho I don't know where people got the info that she was an undercover agent, was it from leaks?
Jane Doe (John Doe for males) is the name used in legal proceedings when the real name is unknown or withheld. Like if the police finds a body and hasn't identified it yet or if the persons real identity is secret. Since Jane Doe seems pretty alive and releases the same time 3 other NEPS characters get released in an update called "Undercover R&B"... i think it's really not hard to connect the dots.

Many things : first she was in the release trailer with them killing bandits, second she is a rat thiren wich might be a play on how undercover police officer are called « rats ». Third : the cover of her agent story clearly is inspired by James Bond and secret agent aesthetics. So yeah.
