Je sais pas is a way to say je ne sais pas that we are saying in Québec. It was written by a Frenchman called Goldman. Je sais pas in French argot means Im just not able to. We never usé that expression in Québec as I said.

I never listen to Celine in English. Her French songs are so much more nuanced, powerful and sincere; even her voice takes on a different timbre.
