Never hear a gym leader using a bulbasaur or charmander even if it matches their typing. I.. actually don't think pokemon has hinted towards the average life span of a pokemon at all unless it is supposed to live a long time like legendaries.. but there have been some that have died of old age in certain anime episodes/spin offs so they definitely have a life span
Not to mention the moral implications of letting people just capture wild animals and use them as pretty much gladiators. Pokemon battles are just way cooler dog fights essentially.
