Situational awareness. Assess the situation and deal with it. Once the guard found he is just a minor disturbance he knew all he had to do is to stall as long as nescessary to keep him busy and being able to continue his job. Giving him more and more space to talk was the easiest thing to do. He could have stand naked there putting all the stickers on himself and it would make no difference, mission comes first :)

Anyone with a law degree, or who have some idea how the law actually works, would easily understand that there was a point in what the bald guy was saying (I guess he is an ex cop or worked for secret services), especially if you understand it in russian. Determining exactly what line was that can do an authorised person only, like a policeman or judge, if there is an argument between two drivers, after an accident for instance, the police or the court rules, not the drivers. Other than that, you have the right to ask the drivers park somewhere else, but not put the sticker on the windshield, the car owner has the right to protect his property, well.. using the reasonable force and measures of course..

Citizens should never do a cops job. That is always a bad practice and may lead to bigger problems. Soon enough every citizen will have his own version of what is right and what is wrong. There is LAW in every country and POLICE should be called and helped by citizens if possible. They should not take law in their own hands.

An "expert" on driving laws is someone with a drivers license. if you cant tell what the second lane is, you do not understand the laws of the road and therefore should not own a drivers license until you do understand how the rules work. until then you should not drive a car. any form of defense where one claims a law, and standardized rule, is subjective should relearn what a law or rule is. :)
