People are not bullied because of their difference (of course, that makes them bigger targets, but even the prettiest whitest straightest girl can be bullied, check 13 reasons why), they are bullied because they are isolated and alone. Even with the best intentions in the world, a teacher's intervention can actually make that even worse because of the witness effect, where the other kids of the glee club would have seen him, think "oh the teacher is handling it no need for me", not intervene and leave the impression to the bullies that Kurt was so alone that only the teacher would help him. Most likely, Shuester came out of the choir room a bit after Finn and saw the whole situation at that moment, realized that Kurt was safe and let the kids stand up for him. That was a smart move. However, if indeed Kurt had been all alone at that moment with the bullies, I'm pretty sure he would have stood up.

Kurt was the most amazing role model for the LGBTQIA youth at the time this show was popular. ‘I’m proud of who I am!’ I always hoped all the LGBTQIA youth were watching and taking a lesson from him... be PROUD of who you are, no matter what bullies say or do.
