The period these deceased died needs to be found by an exhaustive post mortem work. This saga has been going for more than two weeks, so it could easily be within this period as in a hot environment a body starts the decomposition from the 16-18 hours.

Should they mention death due to hunger within this period the Police is there, then the State will be in trouble.
