I can tell that this footage is from around 1993 based on the wooden railway play set. The featureless track is a dead giveaway, for the clickity-clack track came out the next year. The Reverend Awdry also died in 1997, and George Carlin only narrated the series in the early 90's. I would imagine the Reverend being furious if he saw what the series had become, given that he was a major stickler for details and authenticity.
