@@overtimearcade Ok, I didn't factor that in, but I don't see that on the other games, which have the same era monitors. Certainly, the CRT beam retrace rate plays a part in that. I've seen that exact roll frequency in bad monitors, but your explanation seems fair enough.
Steering probably needs to be rebuilt. Our buddy NE Mike can print you new gears out of STRONG AND FLEXIBLE resin (which is key to preventing future cracking). Shifter knob needs the spring replaced inside. Our buddy Rob knows where to get the replacement rib flooring. Also, I have spare boards if you need them.
I know you had other projects going on, but you should have prioritized this restoration sooner! Sega Outrun is famous and a cabaret is rare. Plus you have no other driving games. Your kids need variety!
I’m hoping to be able to get this board set working, but don’t get rid of yours in the meantime! And yeah, I’d be interested in spare parts to use for the restoration. PM sent! 😅
I had a ton of Outrun parts (PSU, Harness, etc) that I tossed because I couldn't give them away. I sold me full size Outrun upright as I just didn't play it.

YES! I’ve got about 5 finished projects ready to move downstairs into the basement, plus 2 more not far behind… then about a dozen projects like this one with a long way to go yet!
What chip programmer are you looking at? I was seeing USB connected ones starting $60-100, but I’m somewhat questioning if they’re any good. Only other ones I’ve used were ancient series/parallel port driven ones in college. Merry Christmas!

Switcher PS is original. It's a typical switching power supply. I would definitely swap it out due to the moisture.
