You have to not Down move blindly. You have to look in the state diagram you have made and only as per that you have to move to the next state. According to the State table for 000 the next state is 111. For 001 the next state is 000. For 010 the next state is 001. For 011 next state is 101. For 100 next state is 011. For 101 next state is 100. For 110 next state is 101. For 111 the next state is 110. like wise you move down
For T1 compare input of Q1 and Q1+ if it is 00 or 11 then output 0 else for 01 or 10 output 1. Similarly for T2 compare inputs of Q2 and Q2+ if 00 or 11 output is 0 else 01 or 10 output is 1
D flip flop is a Data flip flop. Output follows the input which can be made by JK or SK by connecting a NOT gate. T flip flop is a Toggle flip flop. It toggles the output when T= 1 or memory state when 0. This can be made by JK by shorting both the terminals.
Take 4 variable k map. With up inputs Qa Qb and down inputs Qc and M. Put the 1 values in separately for T2 and T1 Kmap and solve the Boolean equation for T2 and T1. T2 values are €m ( 3,7,8,12) T1 values are €m (1,3,5,7,8,10,12,14) T1 = 1 as all inputs are 1.
It is not. 0-7 is count up. 8-15 is count down. If you see properly 000 output is 001 and 111 output is 111 when M=0 is up counter. (0 to 7) Whereas 000 outputs is 111 and 111 output is 001 when M=1 is down counter (7 to 0)

I dont this rules. You can use positive or negative edge trigger clock in both circuits.
