if t flip flop is given then what do we consider inplace of dont care conditoin like here we took 0 x like that but in excitation table of t we only have either 0 or 1

How can we build a counter that doesn't start from 0? like 2-25 or something else
There are universal counter ICs available with preset inputs. You just apply these inputs with some value you want counter to start at.
