Is there any program to do pro processing on your cell phone?

Sorry, I've never done animation/post processing on phones so I don't know much. I think Ibis Paint has some sort of animation feature(and being a drawing program you could replicate post processing effects with filters/overlay layers) so maybe you could try that? Or some sort of video editing app maybe since they usually have filters
