See today's the Hindu English(Sep 7, 2019) page 5. Tamil Nadu govt will not extend the state benefits to interstate migrants. They have mentioned it clearly that provision of the NFSA would be followed for migrant workers.
In the future, if the central govt wants to extend the state benefit to migrants they need to provide the required fund or extra rations to the state then it's possible for the state govt to give the same benefit to all.

Apart from its intended benefits, this card will work as an extended PAN card that will unlike PAN, cover all citizens of India. It will also be a parallel to Aadhaar, and if individuals are numbered/codified as per a definite scheme instead of by random numbers, the card will replace Aadhaar to become the only card that one would need.

What if a one member of family migrated to far away state what happens to left over members of family how they will get food supply ?
