2000 Passat windows etc. stopped working and you checked your fuses, with no luck. there is a three wire splice on a red and purple wire located at the base of the left kick panel follow that wire until you find a taped up splice that corrodes it may be under the door way seal trim. cut all three wire re-splice and solder them together. the light ,windows, trunk, release moon roof, gas door, will work in most cases.
I had this very same issue with my 2000 Passat wagon. It did not do this every time but when I went to the dealership, I actually got it to replicate the problem. The service manager said in his 20 years he had never seen that issue, I was worried it would have cost a lot to repair, turned to be about $120 out the door to fix, and hasn't done it since.
I found my paperwork, the repair was done back at the end of January 2013 when my car had 114K miles on it (it now has 155K miles on it). The VW dealership was at a loss to what it was at first but their notes determined that it was in fact a shorting out of the "Brake Light Switch" citing that the switch was "shorting 30 (always on) power to 15 (ignition on) causing car to run with key off". The part VW OEM part number was 4A0-945-515-A and it cost $54.60 for the part (although you can probably find it cheaper from dealerships that sell parts via their website). I was off on how much it cost, out the door total after tax was $212.00. I originally thought it was going to be much more than that, so I was quite happy that it only ran me a couple hundred to fix. Its now been nearly four years and has never done the issue since it was fixed.

It was really easy, I just removed the break switch located on top of the break pedal, cleaned and put it back. Ever since it’s working normally.
I have the same problem my ignition switch was shorted and on my other car I had the same problem it was the aftermarket quick start alarm

I replaced the brake light switch and the issue went away. the old switch must have went bad. good luck.
