Also, the form is different between the two: the Office hymn consists of five four-line stanzas, this eight six-line stanzas. This is especially appropriate for Oct 2: Feast of the Holy Guardian Angels.

This lovely piece is the closest Bruckner got to writing a carol. But I have no evidence that he meant it for Christmas.
