Very simple issue. The mercury relay in the cabinet did not fully disengage. The signal is supposed to be in flash. Because the relay didnt fully drop the outputs from the load switches are still active (green and walk). In normal circumstances it would disengage and cut output power from the load switches. Go over to the cabinet and give the right side wall a good wack to fully engage the relay. It’s likely wearing out. The cabinet is in what is called “stop time” during conflict flash which is why the green and walk is frozen on
It is a faulty mercury relay in the cabinet. Did not fully disengage leaving outputs from the load switches on while in flash. The controller is in stop time so it is not cycling. That is why the green and walk in one direction are stuck and the dont walk is stuck in the other. Stop time keeps the controller in the state when it went into flash. Normally you wouldn't see the load switch outputs. Usually banging the side of the cabinet will disengage the relay fully, but it is wearing out.
Post new videos and not the same ones over and over again. This is the same exact one from 2 years ago. Same with the one from the day before. Come on do better

Traffic signal controller malfunction!
Also, why is the audio cut off at 1:14?
Nothing creepier than a traffic light with more than one light on on one side.
There is major glitch in traffic signal system.
It’s probably the green that is stuck on.
