I never seen selling this kit any where I watched a joiner once on street he was branching off to the block of flat I had the contract to do it was very interesting but he said. They only make them and supply to southern electric

You can still buy the components. They also make a cold-shrink solution.

Wouldn’t it make more sense to just have one continuous shrink tube instead of two and putting mastic in between

That requires you to have longer free lengths of cable on an end for the heatshrink to rest while doing the connection. This might no be possible inside conduit or in a pit.
