I needed to make a slightly more than 90 degree angle and I had to cut much more than 25mm. If you ok with a grinder or with a scissor cutter it is better to cut less as you can always cut more to adjust to reach an angle you want. In my case it has taken four times or cutting extra. If you overcut you just ruin a downpipe. I think a decision on how much to cut depends on a height of a pipe and an angle required. I think if the pipe is 80mm in height and you need to get a 90% angle you need to cut half of 80mm which is 40mm.

We used a machine, I think it was called a miter biter. We soldered the joints. Galvanized.
