In the US, shears like this are equipped with straps that the operator wears on his or her wrist that actually pulls their hands up as the blade comes down so it's impossible to accidentally leave your hands under the blade. Some machines also have two buttons that have to be pressed to activate it, also ensuring that your hands are elsewhere.

They're generally stiff so that you can press them accidentally with an elbow or something, so they need firm pressure using both hands. So as long as you're the only one operating the machine, you should be safe. (Also as long as the buttons are hard-wired to the blade motor, and don't go through some computer, otherwise a bug in the software can always cause it to ignore the buttons)
Yeah, skiving seems like such a counter intuitive process to me. How are you cutting and bending copper with what looks like a knife. It's quite fascinating.
That's some beautiful metal chips at 7:30. Ahh to appreciate a good sharp, hard metal cutting tool with just the right geometry placed with just the pressure and speed and torque and such to create them. Perhaps more beautiful then the finished product haha.

I work with a paper cutter. As impressive as that blade is, the guy who drops off sharpened blades had something to show me one day. It was the blade to a zamboni. It was pretty massive. And sharp enough to remove a finger just by sliding it across the edge. Pretty cool...

So as long as you're the only one operating it, it should be safe.
I'm not sure about sharpening, but I'd guess that since that blade is so much harder than the paper (basically wood) it's cutting, it should be rated for a few thousand cuts before needing sharpening.
