Thanks for the details. I am curious about the personal item only thing. When I google all the cheap Euro airlines I see the luggage allowance being a small suitcase AND a personal item. Is that not true ? I ask as I purposely bought a small carry on suitcase and a small backpack that is about 16L and fits under the seat with the assumption that I could bring both without an extra fee if the luggage fits in the sizers.
It really depends on the airline. But the majority of budget airlines in Europe will charge you extra for anything more than a personal item. Ryanair or Wizzair, for example, has an option to purchase a "priority boarding," which includes a small cabin suitcase and a personal item. But this is paid product. Some larger or "normal" airlines will, of course, let you take a suitcase on board for free. It's not the case with budget airlines. If you don’t want to pay, it's a personal item only.
