The way I done it finally after mucking around for ages trying to fix it, was by changing the lot back to residential then uploading it to the gallery. Then place that same lot back down and it'll ask you what you want to place it as. Choose 'residential'. Once it's placed go out to the world and you should see it as residential now... My gosh I got so frustrated over this problem 😭 some are saying placing a lot multiple times causes the rent to constantly increase, so I guess I'm about to find out if that's true 😭😭😭 ugh, lol
Just to add, the bug obviously still thinks it's saving as residential rental lot to the gallery even though it actually does upload as residential. The one time a bug was actually helpful for me, to fix another bug. Lol.

try getting a lot from the gallery (residential rental lot) then place it there while u’re in ur manage households. :)) it shld open by now!!
