These performance differences will mean more on the track than real world everyday driving. In real world driving the performance differences will be less relevant.
My autocross race wheels are light weight 17 inch, which also drop the car down as they are mounted with light weight narrower diameter tires too. You can really feel the difference when you hit second gear.
That will greatly depends on the tires as well a 19 will usually handle because because of a stiffer side wall and a 18 would ride better the 19s are wider so they would for sure handle better
